The pattern say ( ch3, sc in next ch sp 8 times,  Do I ch 3 each time for each space or just at the beginning

By any chance did you make a typo and missed the the other parenthesis, because  (ch3, sc in next ch sp) 8 times would mean to do more than 1 thing in 1 stitch or spot, in this case chain 3 and sc, and do it 8 times.  

Because that would make sense.  It sounds like you are making lace, or maybe a doily?  This is a common maneuver for that sort of thing, making chain spaces over chain spaces in the round below.
