Lacy Baby Blanket Pattern Questions

I have nine great grand-kids and just found out this week #ten is in the basket. I am not sure I won't have to pick out a different blanket pattern; the one I just started if for intermediate crocheters and I already don't understand the instructions, although I have eight months to figure it out. I have highlighted areas where I am stuck.

Congratulations on your next Grt-Grand! I have 4 and love crocheting for them.

I would turn first, then ch 2.

Underlined: sc in your last st on the row. Then turn except after Row 58. 

After the dash; equals total and type of stitches in that row .
