How can I attach this border?

Question

Hello, I am a newbie at crocheting and I’m trying to make something that looks like the image below. I’m just not sure how this person added the scalloped edge to this work. I’d like to hear from someone who can help me out with this.

The scallop border is made up of shells.  This one looks like its sc in one stitch, 5 dc in next stitch, sc in next stitch, 5 dc in next stitch etc.  You can play with it a bit by using sl st instead of the sc, using more or less stitches, and by using a combination of stitches of varying heights

As far as attaching the scallops In the pattern making the critter on the row where the scallops are added that row was probably worked blo (back loop only) so that the scallops could be added by working into the front loop.
