Need help figuring out this stich!

I need help with round 7.  It says cluster around post of treble crochet to right on round 5 and around post of next treble on round 5.  I cannot for the life of me figure out how to treble cluster around two stiches.  I worked on it for over 2 hours and cannot get it!  I added a picture of the instructions for the round I stuck on and what a finished square is supposed to look like.

Are you trying to tr around both stitches at once?  I think it might mean one at a time.

That's what I think, how do I treble cluster around both posts?

It would help to know what the instructions are for cl. How to do it should be part of those instructions. It is most likely located before the pattern. 

My GUESS is that the instructions tell you to do a tr around the first post, but stop when there's 2 loops left on the hook. Then do a tr around the second one, pulling through 3 loops at the end.

I agree with Sharon, hopefully that will work.  It should be explained in the special sts section.

Half of the problem I  think was what looks like a typo in the pattern.  I'e done what y'al suggsted and gone where it would seem right on my work and so far so good.
