What is the link to the pattern? What are you making? Please type the row exactly as it appears in the pattern, instead of spelling it out.

A cross is not on either list. A plus sign is an sc on a diagram. Is it a cross or a plus sign? Special symbols, terms, stitches, etc. should be defined somewhere in the pattern. Usually it's before the pattern starts, but it could be anywhere. 

If it is a plus sign, my guess is that they may be saying to do (ch, sc) 3 times.

I agree with Redroses, that most likely she used the + instead of "and", meaning (ch1, sc) in each of the next 3 SC, however it's possible she meant chain 1, sc in next 3 SC (so only 1 chain, and 3 SC versus 3 chains and 3 SC).  There are a lot of unconventionally written/unclear crochet patterns out there, sorry to say.  Can you tell which it might be by looking at the pattern photo?  Sometimes the photo can clear up a question.
