swaddling cloth pattern

Question

Row 1:  ch 10, sc in second ch from hook, sc in each ch across, turn (9 sc)

 

Row 2:  sc in each st across, turn

 

Row 3:  Ch 1, sc in first st (sc in next st on row before last, skip st on last row behind last sc, sc in next st) across, turn

 

I don't understand row 3 and hope someone can help me.

Welcome to the 'ville!

 

You are making an elongated SC, which is like a normal one except you aren't making it into the loops of the stitch top directly below you, but into the stitch below THAT.  In doing so, you will not be using the stitch you normally would, because it's now covered up by the long stitch you just made in the lower row--the covered-up one is the one they are telling you to skip.
