Skirt Assistance

Okay so here is my problem LOL..

 

The lady I make thing for her daughter would like a skirt as she commented on how cute the ones I made for her daughter who is 2 any idea how to figure out the starting chain for adult? when you have zero idea on the adults size LOL.....

P.S.I will put ribbon thru the waist band to cinch if too big...

P.S.S. I don't want her to know I am making it which is why the size part is hard...:O)

Do you know anyone that's a similar size? When I made a surprise for my mom, I used someone that was close to her size as a fit model.
