need some helping reading instructions

Row 3: ch 1, turn, *sc in next 3 sts, FPDC around next st 2 rows below; rep from *to last (9) sts, sc in next (4) sts, FPDC around next st 2 rows below, sc in last (4) sts -- (10) post sts at the end of this ROW.

What's confusing you? The repeats? The stitch count? Something else?

2 things that strike me that might be new to a beginner -

 

FPDC - front post double crochet.  The pattern should tell you how to do this (sometimes stitches are defined before or after the pattern instructions), or google the term, I'm sure there are lots of videos.  In a nutshell, instead of making a DC into the top of a stitch, you insert the hook around the body (post) of the stitch in the row below.

 

(10) post stitches at the end of this row - is just telling you how many post stitches you should have made in that  row (sort of a sanity check)
