Not sure what you mean by 'want it to go up'.

 

The HDC is the crown of the head, and the crocodile stitch is going around the head after you stop increasing, right?

 

A 10" diameter is way to big for a hat.  I have a more or less average women's size head, it's 21" around, so if I make the top circle for a hat I have to make it 6.7 inches across (21 divided by 3.14--with this math you can make a hat to fit any head), for zero ease.  There is some wiggle room, you don't wan't to make a hat bigger than you head but you can make it a bit smaller because most crochet stitches stretch a bit.

Now I think I know what you meant by 'up', you mean the 'scales' pointing up versus down?    At the link there's scales pointing in both directions, maybe one of these would help?.
