What pattern is this?

Can anyone help me identify this stitch, if you know the border that would be a plus.

I don't know the name of the stitch pattern, but it looks simple enough.  It's a repeat of 4 rows.

 

1 row of dc, ch alternating.

3 rows of sc, ch alternating.

The stitches are in the ch-1 spaces of the previous row.

 

The border looks like the same pattern with a row of dc, ch, then a row of sc, ch, then a row of picot.

 

Hopefully someone will correct me, if I'm seeing this wrong.
