Help decoding pattern for crochet doll!

It means that in the first 3 double crochet you will do 1 dc in each.  start row:  1dc, 1dc, 1dc, then in 4th stitch make 2dc in that stitch.

 

You row will look like 1dc, 1dc, 1dc then next stitch 2dc.

1dc, 1dc, 2dc = yes

 

Repeat to the end of the round = this depends.  Normally, if you were meant to repeat that pattern of stitches for the  whole round, it would say

 

*1dc in each of first 2dc, 2dc in next ; repeat to the end of the round.  The '*' tells you a repeat is coming.
