12 month baby sizing assistance needed

I am working on a sweater/cardigan style that is 0-9 months I am trying to up it 9-12 month and am not sure it looks big enough...what do you think?

What I'd do is see if I could find a pattern with a schematic (as a sanity check), to show not just the chest measurement but length, arm opening and so forth.  What strikes me is that it looks short (but what do I know, I'm an only child and have no kids).   Like you say it's 19" at the chest, and the chart says 18" for 12 months--but I wonder if that's the actual body measurement, or if that includes ease?

 

I'll see if I can find a pattern with schematic, Lion Brand and Drops often have them...
