Need help with making hair on a hat

I would make it like the fringe on a scarf or blanket, using just 1 strand at a time.  Here is 1 set of instructions, there are a lot more if you google 'how to make fringe'l  http://www.creativepartnersllc.com/HowTo-MakeFringe.html

 

I would connect the fringe on the underside the hat, maybe thru a loop a few stitches from the edge, to make the fring look like it's peeking out from the hat instead of 'normal knotted fringe' at the edge.  You'd have to be careful with the tension or it might show on the front.  I'm picturing a cloche or beanie type hat with hair?  Not sure what a cabbage patch hat is!

That hat is adorable!  Yes, loop stitch.  Be careful to follow the tutorial exactly, there is a trick to making the stitch to 'lock' the loop in place so it doesn't pull out--watch how the yarn goes around the needle.

 

When I make a loop stitch, I cut a cardboard rectangle to form the loop over to keep it consistent.
