The pattern is telling you what to use as a turning chain,

 

And then to follow the instructions provided for whatever stitch pattern/motif the Pattern Author is using.

 

IN most professional patterns, information about the Stitch Motif is BEFORE the instructions on how many to chain

Other times it may be a the end of the pattern.

 

If there is list of "Abbreviations Used"  the instruction might follow the abbreviation:  st patt

 

Or there may be Symbol chart included and you are to follow that.

 

The last bit is telling you there will 18 loops on your hook at the end of a properly completed row.
