crochet bag

I'am working on a bag pattern .i'am at the bottom of the bag first and i don't know what this means''Rnd 8-Block the bottom at this point to 11-1/2''x3''?Hi.So block lay it flat on something with pins on it then wet it,then it dry .That's how you block i get that. Butwhat about the at this point to 11-1/2''x3''?

What does the 11-1/2''x3'' mean?blocking doesn't help if you have more sts to the 4 inches.Does the 11-1/2''x3'' mean 11 1/2 across and 3 inches the corner v' of the bottom of the bag:think

I would take it to mean block it to a rectangle 11.5" by 3". I'm guessing "at this point" means "now, before you go any further".

 

If your piece is already bigger than that, well....since it is a bag, if the dimensions are a bit different, will it matter? Is it made to fit special purchased handles for example? If not I might just skip the blocking.
