Preemie hat measurements

Hi, I am making some charity crocheted hats and I was wondering the best way to determine the circumference.....it is for babies in impoverished nations so the hats have to have a circumference between 9 and 11 inches. Also is the circumference taken from the inside of the hat or outside? Thanks!

I measure the circumference on the outside of the hat.
