Lion Brand's Crochet Child's Top --- Help

I'm working on this pattern from Lion Brand's website http://cache.lionbrand.com/patterns/70030A.html

 

I'm stuck and was wondering if anyone could help I'm stuck on the left front section where it says

"Continue in Ch-3 Mesh and, AT THE SAME TIME, decrease at neck edge only on next 9 (9, 9, 11) rows - 2 1/2 (2 1/2, 3 1/2, 3 1/2) ch-3 sps."

 

I'm not sure how to do the decreases any tips?

 

if it helps i worked 11 rows of the ch-3 mesh on the back. I really hope someone can help cause i'm lost

Follow the decrease instructions in Row 2 (the decrease row) for 9 rows, but only at the neck edge. When you finish the 9 rows, you should have 2 1/2 chain 3 spaces in the last row. From this point, continue however many rows you need in pattern until you have the same number of rows as the back.
