How long for the Lacy Shell poncho?

I dont have children around to measure, so this makes it tough for me. I am trying to make the lacy shell poncho for a friend of mine's daughter. She is wearing a 3T. I dont know how long to make the poncho, how many rows?

 

I have seen the head meaurement guides....are there any guides you can go by for arm length for kids and adults?? I dont want it to be too short or too long!

I would say 7 or 8 rounds and then the scallop border. It depends on what type of yarn and what size hook you'll be using too.

I am using bernat baby soft or something like that...it is a thin yarn...and a K hook. I will have to go count how many rows I have already....thank you!
