A different form of filet crochet?

My mom's birthday is coming up and I want to make her a filet wall hanging that will be similar to the chair set she has that my great-grandmother made. However, I am unsure how to do it. I asked her several years ago if she knew how it was made. She said she remebered her making the netting first, then going back and weaving the thread in and out of the netting to make the design. When I was a child I did a small picture using this technique with premade mesh and embroidery floss. I don't remember at all how to do it and I don't want to spoil the suprise by trying to study the set she has. I have searched everywhere and have never been able to find anything like it. Do any of you know what this technique is or where I can go to find out about it?
