stitche question

I am going to make a cardigan, the pattern is from "Crochet" magazine. I have problem with the special stitches:

 

In the pattern notes:

Double base ch (dbl ch): start with slip knot on hook, ch2, sc in 2nd ch from hook.[sc in 2 lps at base of last sc made] for length of foundation

 

I don't understand [sc in 2 lps at base of last sc made]
