What is this on the "ville"? I see it once in a while and I assume it is something to do with unfinished projects/ But not exactly sure?

No laughing... ....please. I was embarrassed enough to ask! But I figure this is a friendly bunch!

A lot of the terms on the 'Ville were new to me as well when I first joined.
