I didn't think aluminum would rust. As far as the steel ones, I would use a "Brillo" pad to get the rust off. I don't know about painting them. The ones in the store have baked on paint.

 

I have an aluminum hook "Boyle" have had since I was 12 (it has the price etched in it of 45 cents). I wore the paint off of it down about a quarter and went to use it the other day and it was ruff. So my husband sanded it down with real smooth sandpaper and it works good.
