Question about Baby Girl's dress in Candy Babies

I'm working the take a bow dress on pg 125

 

When starting the skirt the pattern calls for working 2 sc in each st around then 2 sc then 1 sc repeated for the second round. The bottom seems really ruffled a few rows down, doesn't look quite like the picture. Does anyone who's made this dress know if I'm misinterpreting?

*sigh* I ended up pulling out about an hours worth of work since it was too ruffly. If anyone cares, there's an error in the pattern. Where it says do 2 sc in each st around only do 1 to make 100 st.

I googled the dress - it's so simple. I love it. Can you provide more info about the book it's from? I'd definitely like to make it.

The book is called Candy Babies by Candi Jensen. The projects are very cute and simple. Now that i've figured out how to do the skirt on the dress i'm so happy with how it's turning out. i'll post pics when i'm done.
