How would I go about getting these patterns?

Sometimes I see patterns here that I would like to make but by schedule does not fit in with the deadlines or I don't have the right kind of yarn on hand or it is filled before I notice it.

 

I am trying to get an idea of what happens to these patterns once they are tested? Do people offer the pattern on their website either for free or for purchase. Or should I be looking under the patterns section of the board. Or maybe the pattern is submitted to various publishers and it could be awhile before I see it in print.
