Help with the next step

Hi! So I've got the 3 rows of the chain mesh, I'm jut not sure how to get the extended chain stitch to work into a double crochet.  I was thinking after the 3rd row of chain mesh, ch15 continuing through out the skirt, then the next row would be a dc into the each chain on the bottom of the chain mesh, what do we think? I don't even know if that makes sense lol but any help would be appreciated!

ch15 through out the bottom of the skirt, next row skip 5chs, dc in the next 5ch, skip 5 chs, finish the row? do we think that will give me what I want?

Did you notice these (where the arrows are) to give extra flare?

This is my rough guess.  You will have to play with it to figure out actual numbers

The dc are not worked into each ch but into the ch loops or space.  Looks like maybe 2dc, ch 1, 2sc worked into the same ch 15 ch space.

Then next round looks like you ch some sc in every other ch 1 space.

Then next round you ch so many, sc in next ch space, ch some sc in same ch space, ch some sc in next ch space.

Next round ch so many sc in next ch space around

Next round 5dc in ch space, sc or sl st in next ch space around

Also looks like every so often instead of alternating ch 15, sc in next ch space, ch 15 that they single crocheted or slip stitched into maybe 5 of the 15 ch, then ch maybe 7, sc in next space
