There are a couple of ways to indicate a repeat, parentheses seem to be used more often now which is a little confusing.

If a pattern says to make x number of stitches, but doesn't tell you where, it means make 1 DC into each of the next x stitches.  So if your pattern just said dc, inc, it means increase in the next stitch, inc (increase) in the stitch after that.  Inc normally means make 2 stitch into 1 stitches, there are increases with more into 1 stitch but they should explain how many in that case.

So, your pattern is saying to make 1 dc into the next stitch, increase in the following stitch, and to do that sequence a total of 7 times.  The [24] means that at the end of that row you will have 24 stitches, some stitch patterns are helpful and give you a sanity check stitch count t the end of the row so you can count the stitches and make sure you didn't miss something.
