I knit (a little), and that is definitely knit, but those "cables" aren't traditional cables--there's a technique to make faux knit cables that are flat like that (I've always been meaning to try it as real knit cables are hard on my old hands).

You could sort-of duplicate the serpentine appearance in US SC by making 1 ch and skipping 1 stitch, but it wouldn't have that subtle cable overlap look that the knit does.

This kinda-sorta looks like yours, it is in the flat faux cable knit technique.  It just uses knit, purl yarn-over, and left and right leaning decreases--which I know is meaningless if you don't knit, but it's much easier to execute because it is just plain stitching back and forth, no passing several stitches over several other stitches to create a REAL cable.
