How do i get this particular scallopped edge?

Hi, I am new here! Could someone help me figure out how to get the scalloped edges for this flower?

I think it's just a chain loop, and looks scalloped because of the thickness of the yarn, and the short space the chain spans makes it  'scrunch up'. 

I'm seeing 17 US DC in the first round, same # of DC in the second round with probably 1 chain between each DC, third round is *SC (or possibly slst), 3 chains, repeat.
