Jood, the photo of the jacket looks exactly what I'd expect the pattern's instruction for the girl's edging to look like, but that doesn't help us explain why yours doesn't look that way; in other words, unless there is something wrong with the stitch count (I didn't squint to count stitches) the appearance is what I'd expect from an initial round being chain loops, and the next round being some # of stitches over the chain loops, with picots between. The only thing I thought they were DC from the photo but the pattern says HDCs, but the designer may make taller HDCs than I do.
It would be helpful if you could post a photo of what YOUR edge looks like, we can hopefully say "oh, I see, it looks like you did x instead of y".
