Welcome to the ville, and to crochet. 

Usually a pattern will say "SC2TOG" instead of the wording in your pattern - this turns 2 stitches into 1, so your pattern's wording describes what happens, it's not wrong, just not conventional phrasing.  Insert the hook in the first stitch, yo and pull up a loop; insert the hook in the second stitch, yo and pull up a loop; yo and pull thru all the loops on your hook--there should be 3 loops.

This is like any stitch "x times together" to decrease x stitches to 1 - you make x stitches (where it says to) until the last step before finishing it; repeat for the remaining stitches until you have x partial stitches, and pull thru all the loops, which should be x+1 loops.
