Question

I'm doing an otter and I'm stuck

With A ch 3

Round 1: sc in 2nd ch from hook, 3 sc in next ch, 2 sc in next sc. (6)

Round 2: 2 sc in next 2 sc, sc in next sc, 2 sc in next 2 sc, sc in sc. (10)

So this is the pattern I am stuck on the section that is in bold how do I do this if a only have 3 chains please help

You are right, I think the designer may have made an 'absent minded' mistake.

For SC worked into a foundation chain in rows, normally you chain 1 more than you 'use'.  So if you 'use' 3 chains, you should chain 4, because the extra chain is the 'turning' chain, and the typical start of 99.99% of SC rows is 'sc in the 2nd chain of the hook'.  

However, you are working in the round, and in a spiral (which the designer should tell you is happening, but doesn't ).  Working in a foundation chain to start a spiral round is not impossible, but is very unusual--I've been crocheting for decades, mostly in the round center-out things, and I don't recall seeing this before.  I can see the logic--doing this should create a very closed center, which is a good thing for a stuffed animal.

Making 3 chains, and not skipping the first one before making a SC is a little awkward, but not impossible--give it a try.
