I think they are talking about a surface slip stitch, which can be worked in any direction (not just vertical)--you can use it to write your name in script over the surface of a blanket, for example.  Think of it as embroidery with a crochet hook.  The skein is behind the work, you *stick the hook in a 'hole' between stitches where it tells you to, grab a loop from the skein behind the fabric and pull the loop to the top of the fabric, repeat from *in the next hole indicated.

Another way to think of it is, you are doing a slip stitch but thru the middle of the fabric, not in a stitch at the edge of the fabric.
