From where to where does the underlined "4 times" apply to? 

A little farther into the instructions it says - "rep from [ to ] 4 times" 

I would be so grateful for any help!

Sl st in ch-1 sp, Beg V-st in same sp, ch 1, dc in next dc, *[ch 2, skip next ch-1 sp, Sm Cl in next ch-1 sp, (ch 2, Sm Cl in next ch-1 sp) 3 times,  ch 2, dc in next dc] 4 times, ch 1, dc in ch-1 sp, ch 1, dc in next dc; rep from [ to ] 4 times,  ch 1**, V-st in next V-st, ch 1, dc in next dc; rep from * 3 times, ending 3rd rep at **, ch 1, join with sl st in 3rd ch of beg ch-4.

Where you underlined 4 times means to work the stitch sequence within the [   ] 4 times.

Where it says rep from [ to ] 4 times it is telling you to go back up to those brackets and work the stitch sequence within them another 4 times.

This is going to be fun as I see it has you going back to the * and work that sequence 3 times and it has you working the part in ( ) 3 times.  I would have to rewrite this pattern writing it out long hand and putting fewer steps per line so I didnt get lost.

The Sm Cl are there to build on to the decreasing pineapples, if I go back to the square bracket it puts a small cluster in a corner V-stitch...

Round 8 was a little easier to follow...
