What you are doing is 'joining as you go'.  Your instructions are a little unclear, but what I'm guessing is "slst in base of last dc on row 1" refers to the last dc of row 1 of the blanket, not the edging square; then "dc in last dc on working row" - working row meaning the edging square you are finishing the last round of.

There are many ways to JAYG, but the simplest is like this one; working on the last round of a motif, you 'reach over' to the other thing you are joining, stitch into the 'other thing', then come back to the motif whose last rows you are working to finish.
