I just need help in understanding this from my pattern

 

Rnd 10: sc 2 tog, sc in next 12 scs, sc last 2 sc tog. (16sts) why do I think this only gives me 14?

I agree...if you condensed 2 stitches into 1 at each end, then stitch 12 in the middle, you will have 14.  You would have had to start with 16.  What pattern is it (link if free online)?  And how many stitches does the next round need to complete?  Hopefully the instruction is right and just the "16" is wrong.
