Confused by directions

I'm learning to crochet and found these directions in a free pattern for a crochet hook case online and don't understand them them. I understand "front loop only" and "both loops". I'm having trouble with "single bump" and (A-3) / 2 stitches. The original chain for mine is 61 (labeled A)

 

1). Row 1: Sc in the 2nd Ch from hook and in each Ch across. Ch 1, turn. Work the Sc in the single bump on the back of the chain for a finishing that will look the same on both ends of the rectangle.

 

Row 2: Sc (in front loops only!) in each Sc for (A-3) / 2 stitches, 1 Sc in both loops of stitch, Ch 1, skip 1 Sc, 1c in both loops of stitch, Sc in front loops only in each Sc across, Ch1, turn.

I don't understand the A3 please say where the pattern is

 

Is it made for different sizes?

It can be any size you want; chain just has to be an uneven number.

Since you can make it different sizes, they couldn't specify how many sc to do.  They put it in a math problem.  Replace "A" with 61 in the equation.  So, (61 - 3) / 2 = 29.  SC for 29 stitches.
