Grocery bag holder pattern trouble

I was looking for something simple and useful, and came across a pattern for a grocery bag holder. Unfortunately, I'm on my phone and can't really figure out how to copy and paste the URL, but here is the line I don't understand:

 

Base: Ch 15, SL to 1st ch sp, ch 1, turn.

Rnd 1: 34 SC in ch 15 sp, SL to 1st SC made, ch 1, turn.

 

I'm not sure how I'm supposed to get 34 SC into 15 ch. If I did 2 SC in each ch, I would be short by 4 SC. What am I not getting?

When you slip stitch to join, you will have a ring. You will work your 34 sc into that ring, not into the individual chains.

Just as a side note - I've made a couple plastic bag holders, and I prefer to work around a hair-tie for the base and then again for the top.  The basics of a plastic bag holder are the same no matter which you use, I just prefer the hair-tie because it's stretchy...
