Stuck on same 2 rows for 3 weeks

Question

I am trying desperately to crochet an angel for my grandmother.  I've been stuck on the same 2 rows for 3 weeks now.  I just can't seem to figure it out.  

 

I'm having trouble with this:

ch 1, sk all ch 1-sps for wing,

Skip the spaces, and only dc into the dc stitches of the wing.  So for that span, you will have fewer stitches in round 19 than round 9.

 

It could have been written a little clearer, like "while skipping the chain-1 spaces, dc into each dc of the wing" or similar.  At first glance it sounds like you are to skip a great number of stitches at once (like you probably did to create the armhole earlier).
