Joining yoke and back issues

My first shot at an intermediate pattern and I'm stuck.  I created the right front yoke (large piece in image) with no problem, but when I get to the back I'm unsure how to proceed. I created the first part (small piece shown in image), now I can't figure out what the pattern is calling for after the first ch21 shown in the image below.

Yes. The two parts are separate. I'm confused about the attaching, starting with wrong side of row 1. Do I dc through the chain? If so there are 4 loops, so should I pull through 3, then 2?  What happens to the end of the short dc row of the small back piece?

Ok i think i finally "got"what the pattern is saying, whew!  had to reread that a few times lol

so after you chain 21, then you pick up the front yoke piece and just start stitching into it.  you will be working into the chain21 you made to start the front yoke.  here is a tutorial http://www.mooglyblog.com/working-into-the-other-side-of-the-foundation-chain/

I do not know what 4 loops you are referring to?
