Welcome to Crochetville and to crocheting!

 

When you chain it creates a space between stitches.  A ch-1 sp means that on the previous row you did a chain 1.  (If you had done 2 chains, the pattern would say ch-2 sp.) 

 

You're going to do all of those stitches in the ch-1 sp.  Instead of inserting your hook in the top of a stitch, you're going to insert your hook in the space created by the chain, in other words, under the chain. Make 3 dc stitches, then chain 1 time, then 1 more dc stitch all in the same space.
