Help with pattern

I'm working on this for my daughter. I'm at row 11. I can't understand what I need to do. It looks like it's telling me to keep working in the chain space, but there's only one and the rest of it is double crochet in a round. I'm so lost.

The pattern may not be exactly the same as this but it will give you the basics.
