Toy pattern part help

Question

Basically, I am making a big toy bird and one of the parts I need to crochet is some kind of cover for the wing, but I am stuck on row 2-3.

 

Row 1: ch 5, inc in 2nd ch from hook, sc 2, inc, ch 1 and turn (6)
Row 2: inc, sc 4, inc (8)
Row 3: inc 2, sc 4, inc 2 (12)
 
Am I suppose to ch 1 and turn going from 2-3 or am I suppose to work the other side of my stitches, or just go back without chaining one. The picture isn't much help. It shows it the completed toy and it could be around or stitched on.

You should turn and ch1, then increase and finish the row.  It looks like she was just trying to not repeat the turn and ch1 or they just forgot to add it.  The reason I say this, is she is only increasing the amount of stitches by 4.  Your count would be much larger than 8 and 12.
