Need help reading this pattern

Hey can anyone could at reading patterns help me figure this out. Square 2 of this pattern, Patch 1 says to start your stitch in chain 15 with color A which is white, but when you look at the picture there's no white stripes that start in the middle of a square so I'm not sure if this is a typo or if I'm just not understanding the pattern. Thanks.

15th is at the beginning of the row. 

 

In the last row of the previous square, you did 16 sc stitches and 15 ch-1 spaces.  So, the end of that row is the 16th sc.  The 15th ch-1 space is next to it.
