Gauge in the round for Slouch Hat

I'm working on a Slouch hat for my wife (Christmas present) and I have run into a problem understanding the gauge. The two the pattern gives are as follows: 

 

16 slip stitches and 32 rounds = 4 square inches using size H/5mm hook.
14 half double crochet and 12 rounds = 4 square inches using size J/6mm hook.

 

As this is a round project I am not 100% sure how to create this gauge or even what it's suppose to look like in the end (i.e. is it suppose to be a tube or a flat piece). Any help would be greatly appreciated. Thanks in advance!

The hat is made in the round. Start with a chain, join it into a circle, then work up from there.

 

In this case, i don't think the gauge is given in a really useful form. You only do the slip stitch for an inch or so. By the time you could measure the sc, You would have half the hat made.

 

I would just work to the measurements. Make sure the "forehead section" is the right circumference, and the rest should be fine. Keep measuring it as you go.

 

If you are surprising her, you might not be able to measure her head, but maybe you could use a hat she already has as a guide.
