Double foundation chain (dfc) is great for when you want the starting edge of your piece to have a little stretch. For example, if you're making a hat that you are starting at the brim, socks worked from the cuff down, or gloves/mittens that begin at the cuff. A normal foundation chain doesn't really have any "give" to it, where foundation stitches are worked in a manner that allows them to have a little bit of stretch.

Another good resource on these stitches is an article by Marty Miller from Interweave Crochet magazine, that is also in the book Best of Interweave Crochet. The article is referred to in the Snuffykin blog entry linked above. The book should be available via your local library.
