Goddess help

I am doing the Goddess for All Seasons. It is the most complicated thing I have done so far. The scarves, shawl and poncho were really easy.

 

The problem I am having is where it says to decrease. that is row 21. and then I increase at row 25. The times I have had to decrease and increase have been in the ripple and they had the stitches spelled out for me.

 

Could one of you point me in the right direction please?

I can help =) To sc decrease Draw up a lp in each of next 2 sts, yo, draw through all 3 lps on hook. This is what makes her waist area. Then to increase, you just do two sc's in the same stitch.
