Gauge Question

This has happened to me on the last couple of projects I've made. I get the gauge right horizontally, but vertically it's too short. So the blankets I made would be the correct width, but I'd have to add a lot more rows to get the correct length. Is this a tension problem? I tried using different sized hooks but that only corrected the horizontal gauge.

I read somewhere that making an effort to pull up longer loops will help with the vertical gauge.
