Need help with Short Jacket Pattern

I'm trying to make the Moda Dea Crochet Short Jacket. For whatever reason i'm having the hardest time doing the pattern. I'm on row 4 of the pattern and it's just not making sense to me when i do it. Has anyone made this or can explain to me in english what the row 4 is trying to say.

Row 4: Ch 4, skip next ch-2 sp, sc in next ch-3 sp, ch 3, sc in next ch-3 sp, ch 4.

I am currently making this jacket as well! Did you start with "pattern stitch" section or the "Back". The pattern stitch section tells you how to do the shell pattern the occurs repeatedly.

Row 4: after you have done the DC's you begin row 4

ch 4 (after DC's) then skip the the ch 2 space left from row 3 (1st

space) then sc in the next space (ch 3 space), then sc in next

ch 3 space, finally, ch 4 before beginning DC's again.
