Increase: on both sides increase 1 time in the 2nd row, then 4 times more in every 4th row and then always in the every 2nd row till the back is for size 36/38 cca 16 cm long and cca 20 cm wide and for size 40/42 cca 18 cm long and 22 cm wide, then fasten off.

 

so I have tried increasing every 4th row 4x and increasing every 2nd once and then every 4th 4x..the width and length don’t even come close to what it is suppose to be

You have to keep going and going until you hit ONE of those measurements for whichever size you are making before you can say that 'something is off'.   Have you done that?  If this were me I'd so some simple arithmetic to answer the following questions:

How tall is 1 of my rows?  How many rows do I have to make to arrive at the length the pattern says I'm supposed to achieve?

How much width am I adding on every increase row, at the point when I am consistently adding 2 on each side, every other row?  How many increase rows do I need to hit the width? 

Maybe another slant is, to check if you have made an error - doing the calculations above, what SHOULD my width be on the row I'm at now (on your other thread, I suggested putting a marker at each end of each increase row so you didn't get lost, trust me I was NOT kidding.  I've been crocheting for decades and would not fail to do this.

There is, or can be, a lot of math in crochet, especially with garments.  I always keep a calculator handy.
