Need help crocheting solid horse tail

Question

I am trying to make a specific horse toy from a video game. It's a robot so the tail is solid. Every horse pattern I find is just loose yarn to imitate a real horse tail. I keep trying to freehand this concept but I don't know where I need to add inc or dec to make it work right. I'm so frustrated. Any help is appreciated.

I saw a photo where somebody used a Curley cue tail. Years ago I remember a crochet rocking horse with a solid tail design.  It looked like it was worked flat with each row length increased to the tip of tail and then the rows decreased. Then sewn together, first row and last row lined up. I think it was done in thread yarn, it was small. 
Maybe, that’ll give you some ideas.

Since you cant find what you are looking for you will have to come up with it on your own by trial and error.  Make sure to make good notes so you know exactly what you did.  You might search for a larger stuffed horse toy to see how they made the tail, study how they did it to give you an idea.  Does the tail have some sort of shaping or is it a long narrow cone shape?
